There is a common misconception where people think the 2nd amendment only applies to muskets when in fact, that is not true. The second amendment made it very clear that citizens have the right to own and carry weapons, without the infringement of the government. By the time the 2nd amendment was written there were more advanced guns than the musket. The Belton Flintlock (See below)was developed during the revolutionary war, and it could fire 20 rounds in 5 seconds. Even James Madison wrote a letter that acknowledges the fact that carriage guns (cannons) could be used on ships to attack British ships whether they were armed or unarmed. Another example is the Puckle gun, which was an early Gatling gun, and was created 60 years before the revolutionary war. This was long before the second amendment was written, so we can rightfully assume that the founding fathers knew that more advanced guns than the musket were made, before the second amendment was written.

This graph shows that the guns per person in the US increases dramatically from 1992-2013, while the gun homicides per 100k people decrease overall. If more people own guns, people will be less inclined to use them, and there will be less of a need to use them.

On this list of the top 10 homicides it contains 3 states with some of the most strict gun related laws. Illinois, New York, and California have some of the toughest laws in the U.S. Sure these aren't all gun murders but it shows that restrictive gun laws don’t necessarily mean less death.
Stakeholders:
The people most affected by these laws range far and wide, the police are obviously affected because it their job to uphold the laws passed by the people and congress. Along side those affected is the entire gun industry, firearm factories, gun stores and anywhere that uses firearms as a source of income. The final largest group affected are those who own firearms, any law that gets passed will effect their entire way of life.
